I read somewhere it is part of Microsoft's antipiracy team. The purpose of the hologram is to be a part of a series of holographic images that make replication of the original dvd more difficult.
If you ask me, why in the world don't they try to make the software harder to replicate rather than the disc? I mean big deal, so the disc itself isn't as cool to look at on the way to your computer to start the install process, you'll never look at it again until you decide for your computer to crash and need a format/fresh install.
However, including some type of protection on the disc like a convoluted file system or something else would make replication darn near impossible since the machine has to recognize and reproduce the FS in order make a clean copy. Or maybe dual partitions where only the necessary setup executables were on one partition and source libraries were on another, each one accessible to read by address links, but impossible to copy because of partition barriers.- [ 2007.06.14 | 1:21:06pm ]

M$ will never implement anti-piracy on the discs themselves -- it costs too much and people will just pirate like they always have in the past: using the ISOs that M$ themselves make available to MSDN subscribers. i have my doubts as to the holograms being strictly related to piracy. but, that's just MHO.
